This line is spoken by the prison 'captain', played by Strother Martin, as he castigates Luke (Paul Newman's character) for insubordination. It's repeated ironically by Luke at the end of the film, after his dramatic escape from the chain gang, as he takes refuge in a church – before being shot in the neck.
Guns 'n' Roses quoted the line in their song Civil War.
